I’v already been government approved to receive grant money from what they have told me. all i have to do is pay a refundable one time fee to process the paperwork. Is it a scam? should i be weary of their under writer fee? can i trust them?

any outside agency that is charging you money is a scam. It does not cost money to apply for a grant from the government.

I think it is trust able they do all the paper work for us and makes it allot easier to obtain the grant
