The answer is simple. These are schemes to make money for the promoters. they have compiled information about government grants, which takes some work but can be done by anyone, and they are selling that information by implying that free money is available to anyone.
They are not lying, they are simply not providing the whole picture. Yes the government, through various agencies, gives away huge amounts of money in the form of grants. The money is given to research organizations, universities, and businesses that respond to the grant’s Request for Proposal (RFP) and whose proposal is approved by the granting agency. Grants are available for a variety of purposes, but no for private individuals who want money for a down payment on a house, or to pay off credit card debt.
If you respond to the ads you will get the information you want, but it will not do you much good. However, the money you pay will be very helpful to the promoters who sold you the information.
