There are no land grants in the United states for private citizens. There are a few for non-profits and most are those do not allow any developement. Essentially the US gives land to an environmental group, who over sees it and can claim it as being under their protection.
You aren’t going to get a loan to buy land. I own a LOT of property and I still pay cash for land purchases.
If you can’t afford the land what is the point of buying it anyway?
